ASR Defence Pty Ltd is attending AOC Europe in Helsinki, 19–21 May, where we will present a paper, Achieving Success in EMS Operations: From Signal Validation to Behavioural Assurance.
Drawing on our collaborator, Mellori Solutions’ experience in EM Testing and Evaluation, we examine the future of Electromagnetic Spectrum Operations in the context of dynamic, adaptive RF systems. Our central argument is that the challenge is no longer just what the waveform is, but how it changes — the behaviour of the system — and whether EM systems can remain effective against adaptive sensors, effects, and adaptive (on-purpose) EM signatures on the battlefield.
As cognitive sensing, AI-enabled systems, and adaptive communications reshape the battlespace, traditional test approaches are increasingly disconnected from operational reality. For NATO and coalition forces, this creates a critical assurance gap where EW sensors may meet specifications but fail under dynamic, contested conditions.
This paper argues for a shift from signal validation to behavioural assurance, focusing on how EM sensors sense, decide, and adapt under pressure. By analysing spectral behaviour, it becomes possible to identify adversary intent and expose vulnerabilities using advanced signal processing and AI-based techniques that can then be used for counter or counter-countermeasures.
It proposes a move to behaviour-centric, closed-loop testing in realistic RF environments, ensuring EMS sensors can be assessed for decision advantage and mission success.
